This is a Universal - Houdaille Tapping Collet Set. # 15944. Acura-Tap (7/8" cap.) + Pipe Taps Collets, set of 11 With Case
As far as I know, these were never used, though they are probably around 15 to 20 years old. The taps come with the original holder/case and lid. These collets hold hand taps for rigid tsapping in milling machines and vertical machining centers typically. The tap collets are part numbers:
